It must have been a temporary problem, because when I tried again today, it worked!

Edit: It doesn’t happen all the time. Sometimes it works normally. I don’t know what causes the difference.

I solved the issue by saving the picture as a PNG-24 file. Then it worked!

Since the current background of the header image has a texture, instead of being just plain gray, I’d rather not, but I will if there’s no other solution.
