Hi, in your case to change USPS Priority Mail Express on Priority Mail, need change file data-domestic-services-usps.php in plugin directory.

USPS Regional A&B returned Commercial Rate only. Because if not enabled option “Priority use Commercial Base Pricing” the plugin offer a USPS Priority.
