To anyone reading this topic, this only affected the premium version of SkyStats. v0.3.6 of the premium version was released on the 11th of February 2016 that fixes this problem.

Does this tool track and allow the ability to compare visits from IP’s against my bill to ensure I am being billed correctly and not for multiple visits from the same IP?
Currently no, sorry. However, are you currently able to do this using another tool? If so, could you let us know how you’re doing this? Also, have you already contacted Google about this and if so, would you mind sharing their response(s)?

We actually offer a 1 year Free Pro license for anyone who is willing to translate the plugin into a language we don’t currently have a translation for.

Sorry you feel this way but we don’t think the free version is too limited. You still have access to most of the features in the Pro version.
We’ve also put a lot of time and effort into SkyStats. We’re very proud of the results and we feel the pro version is worth the small fee of only $25 a year.

If you’re reading this topic, we just want to let you know that we got in touch with beniEllis and this has been fixed as of version 0.3.1. The latest version as of today (14th September 2015) is 0.3.2, which includes the Portuguese (Brazil) translation.
