Solved:
It sends a default language with a test email.
When it comes to non-test email, it sends a translated language.

Oh.. but YITH Latest Updates – Part 356 says,
new: DOM PDF Library ready for the font ‘nanumbarungothic’ Korean font

YITH document also says the PDF Korean font (https://docs.yithemes.com/yith-woocommerce-request-a-quote/help-center-articles/)

The problem is there is no link to download (link goes to other page).
Would you please recheck this?

Setting -> Custom Produc Addons -> check Show in Cart, SHow in Checkout, then you will see the add ons
