Is Firebug the same as Chrome’s “Inspect Element” tool? Because I don’t use Firefox.

Do I just insert that code into the Editor? And will that change the bullet point font for all posts?

Also, I don’t use Firefox, I use chrome, which has an Inspect Element feature; is the same as what Firebug does with Firefox?
