Try using the 2.1 version of the plugin.
The new cookie control script requires you to register with CIVIC to generate your own API Key, though once you have that all text can be edited via the WordPress configuration screen.
The latest version of the cookie control script requires an API key.
Did you try registering with CIVIC to generate your own API key?
