I didn’t see any option as “Allow Homepage to be accessible”.
I think the option most likely you’re referring to is Enable the “Content Restriction” settings for post types, which had ‘posts’ and ‘pages’ ticked as default.
Unfortunately, the issue still exists after I unticked ‘posts’ and ‘pages’ options.
