For example, if you choose to put all the tags in Sitemap, you can make an exception one by one by excluding them from the sitemap. In the same way it would be useful to be able to do the opposite: therefore to be able to decide by default not to index the tags (or any other type of page) and to be able to make individual exceptions.
What you say is clear and correct, but in practice sometimes you have to find tricks. And this would be a very useful feature, in my opinion.
