Reverted back to 2.1.7 solved the problem.

Same problem here with 2.1.9, have set a rule that should only work for wholesale customer role, but when normal woocommerce customer is logged in, it’s also applied which is no good since now they need to order min of 3 items which should not be the case. Will trie to revert back to 2.1.7.

I already mailed some plugin owners and they are working on stuff they could replicate.
