Also me, able to upload files from media library, pictures not uploading directly through existing gallery. WordPress 4.9.8 running Mai Lifestyle Pro theme. Using Genesis 2.7.2.
NextGen Gallery version 3.1.2, NextGEN Pro version 2.6.8

Yes it was a hosting issue. Try contacting your host and advise them of the problem. In my case there was a security update on their side. good luck.
