I think I found it, but it wasn’t easy. After logging in to https://www.paypal.com, I found my way to this URL:
https://www.paypal.com/businessmanage/preferences/website

It’s crazy that PayPal makes it so hard to convey this key bit of information (customer phone number)! Thanks for your help.
