Which version of PHP are you using? Is it older than 5.3? If so, please try upgrading to a more recent version of PHP.

Sorry to disappoint, but this is a feature not a bug. It is deliberate that the cookie message is displayed on only the first page visited. There are other plugins that provide a message bar that persists across multiple page views, if you want to force the user to dismiss it before it disappears.

For anyone looking to test the cookie information bar, I find it easiest to test via opening the site in a New Private Window (Firefox) or New Incognito Window (Chrome). That way the site loads without any cookies being sent and you’ll see what a visitor sees the first time they visit the site.

Hi Bjorn. I have upgraded to version 1.6.1 and the problem is now fixed for me. I can’t re-create the problem on a fresh install, so I think it’s working fine now. Thank you.

Your demo site (https://getkiwi.org/plugins/logo-carousel/) is still broken though. The line has changed, but it still has the new:"empty" in it, and it still causes an error for me in IE8.

The shortcode takes a limit argument. Perhaps you could set that to something sufficiently high so that all your posts are included within the first page? Something like:
