I seem to be having the same issue. I have 5.6.30 for PHP. No .htaccess issues. memcached is not running. I’ve changed the max execution times. This is currently happening in our staging environment. We had to recently copy back our Production environment to our Staging because of a server rebuild and have been having problems ever since. Are there tables I need to clear in the DB that could cause an issue? I hit the start scan button and it acts like it’s going and just does nothing. No detailed scan activity starts showing up. I actually had to manually view this to even see that it stopped at forking.
