According to your query, I will suggest you create a single form using email subscribers and list two lists there as Language A and Language B. Users can subscribe by opting for their preferred language.
Later, you can create two post notification campaigns. One for Language A and write it in Language A. Similarly, for Language B.

You can follow the following method in order to translate the required strings.
You can download and install the Loco Translate plugin. After installing and activating the plugin, navigate to the WordPress dashboard ? Loco Translate ? Plugins ? select Email Subscribers & Newsletters ? click on Add New Language ? choose WordPress Language (into which you want to translate) ? click on Start Translating.
Now, using the filter translations box search for the string you want to translate. After selecting the Source text, write down the translated text in the translated language and click on save.
