I think the live preview tabs are loaded by wp-admin/js/customize-controls.js

However, I can’t figure out how it works or where the tab configurations come from…

I have run file comparisons on the original site and the staged site:
wp-admin
wp-includes

All files are identical.

Yes, it is Sydney Version: 2.43 for both. I installed both from the same zip file: sydney.2.43.zip
