I had the same issue. I instead used the plugin manager instead (a link is given at the bottom of the plugins page), and that managed to install it just fine.

Just check whether the source link of the images after import point to the new site or not.

For me, the attachments are downloaded correctly. However, the posts still refer to the old location of the images.

While importing at the new site, it will give you an option to download the attachments too.

However for me, the posts themselves dont seem to be updated to point to the new site.
