Thank you LogoLogics for your reply , the problem is my client has more than user. so some of them will have all permissions and some of them just have post permission and the other just has comments permision . so , my client ask me to hide Elementor tab for the post and comment users role and show elementor tab for the other users they have all permission.
that’s why I ask about how can I hide Elementor tab for some user role .

I have made a Child theme then I wrote the following code on the child theme:

note: when I wrote the same code on the parent theme, the Website/URL field is removed but when I wrote the same code on the child theme, the Website/URL field is shown.
