I ran into the same problem.
The Google API resource limit is the problem.
Nothing wrong with the WP plugin.

I deleted all Google API dependent WP plugins.

What else did I do?

I used the WP text editor!
Where it says Insert I inserted media and entered the web address, and then I resized the YouTube video.

WORKS GREAT !
NO API NEEDED !

Resolved!
I found out that I could create my own sub-menus using the native WP mega menu!
ALL my links work properly now, now that I deleted your plugin!

The hover text function works great!
I just put “Back to Top” as the hover text.

I found out something testing your plugin.
If someone tries to post a comment while not logged in they will be sent to the page not found page.

However, your plugin was doing that while I was logged in.
But, you fixed that and it works great.

I re-installed your plugin, and it works great!
