Honestly, I can’t see for now what might be the cause for this. I only saw the same thing once, and it was another plugin (Clearfy) blocking SpeedGuard’s work.
Could you please check whether it works if you turn off all other plugins AND switch to any default theme?
If it still doesn’t, please, open an issue on https://github.com/sabrina-zeidan/speedguard and point out there:Is that a single or Multisite install? (if so is it subdomain or subdirectory)
Which version of WP do you use?
Which version of PHP?
Which theme and version?— So I can reproduce the issue and investigate it.

Let’s try to figure out what’s wrong. Could you please check the following and let me know?1. Open Chrome Dev Tools on /admin.php?page=speedguard_tests (CTRL+Shift+I). Find Console Tab. Are there any errors there? https://i.imgur.com/FhOmvlb.png
2. If you manually paste an URL in the field – is it got added?
3.If you disable all plugins but SpeedGuard for a couple of minutes and give it a go – does it work?

Yeah, you’re right, this sounds like a compatibility issue. Let’s see if we could find out where it sits?
Could you please go to SpeedGuard’s Tests page, and open Chrome Dev Tools there (CTRL+Shift+I), and then click Console tab there https://jmp.sh/rkBgU6q
Are there any errors there?

Google PageSpeed Insights API (which uses Lighthouse API) runs tests from Google servers around the world. Which server specifically was used to run this particular test is unknown, neither you can point Google from where to test from. Sadly, but there is nothing we can do with this.
I use PSI and this plugin myself to track the performance and get notified in case it changes significantly (means, the site needs my attention).
But to see the real users’ experience once in a while I would use WebPageTest.org to run tests from the server that is closest to the majority of users of the website.

1. I never had anyone reporting any issues with server load – neither dedicated or shared hosting (it works the same on both), and I believe you shouldn’t encounter any too.
2. It measures speed in a usual way Google PageSpeed Insights do – as a logged-out user.

Yes, it does.
2. Does it slow the server when left on to monitor site speed?
Nothing that I’m aware of. Tested up 100 pages, both Single installation, and Multisite.
