its on IIS? consult your host.. this seems to be server issue

1) did you uploaded all the files properly?
2) Is your database server running properly ?
3) If this is ok, empty the database and try again..

you dont have xml rpc. Use this on your commadn prompt
yum install xmlrpc

this is server end error, generally due to high load, or busy database server.

There is one possibility of htaccess isue, but in that case, your site would not work at all!

1) Login to admin panel (wp-admin)
2) Go to pages –> Add new
3) Create new pages

you can simply use HTML font face tag in HTML editor
