it seems static file like license.txt and readme.html are loading. enable debug to display the php error

do you have any back up of your database? Go to phpmyadmin and see if the tables are really missing

1. Login to web hosting control panel
2. Open file manager
3. Edit wp-config.php
4. Disable wp_debug

Hopefully this will remove the above warnings and you will be able to login.

What is the limit of post_max_size in php.ini.
