Hi Patrick,
That is the problem.
The mbstring Php extension was not installed. So I used the following link
https://www.electrictoolbox.com/mbstring-php-extension-not-found-phpmyadmin/
followed the instructions and that sorted it out.Thank you so much for your assistance, it was greatly appreciated.

Ok, so I reinstalled the PHP and I still get the same problem.
I also installed the earlier version of PHP (the version on the site that is working) and I still get the same problem.I have also deactivated all the plugins and no difference.
Not sure what else it could be?
The site that is not working is running the following:
WordPress 4.9.8

We have Events manager on one of our other sites, setup exactly the same and that one works.
