Jetpack did something to xmlrpc a few revisions ago. It keeps blogging clients from being able to connect.

Yeah…experienced that here. BuddyPress is doing something to the xmlrpc file. In addition, to JetPack not being able to connect, it has also broken offline blogging clients that use the xmlrpc method to connect and post.
You did see that it’s not supported on the latest version of BuddyPress/ https://codex.buddypress.org/releases/1-5-plugin-compatibility/
Not a multi-site installation (i.e., the flag has not been set). WordPress 3.2.1. We do have a bunch of plug-ins installed, including a few BP plug-ins.

It does seem to exist. I even copied your example straight into the core.class.php file and tried again to no avail. Taking your previous suggestion about a general WordPress installation routine problem, I even tested a couple other plugins. Spam Captcha is the only one with issue.
Nope…totally uninstalled, reinstalled, and activation error is the same.
Just reactivation. I’ll try a full install next.
