Actually I found a plugin that gave me those line numbers. Thanks.

I have another question about editing the font family using jetpack css editor. Firebug gives me a line number on the CSS side to refer to but the HTML does not show line numbers. Can I do something to make it show those numbers?

I just installed the described plugin and the black line went away. I think I saw something, somewhere, about putting the ! before the title but didn’t realize I had to install the plugin. Thanks to everyone who helped.

Yes, my widget does have a title it is !Front Page Banner

It is not the toolbar I have a problem with. I think it is the fact that the image in the banner below the header does not completely fill the space, and the space not covered by the image is black thus causing the black line. I would just make the image larger but the theme crops it down each time. Perhaps there is a specific hieght/width ratio that I need to use.
