Yes, it works, but I had to rename files fi.po and fi.mo to fi_FI.po and fi_FI.mo too.
Otherwise administration lang would have been english.
In wp-config.php: old define (‘WPLANG’, ‘fi’);
new define (‘WPLANG’, ‘fi_FI’);
