There does appear to be a bug with the country list being used as a whitelist but I’m not yet sure why this is happening. It is possibly related to the new API query function, but it is quite odd behavior. I have managed to trigger the issue you are experiencing in my own testing now.
I recommend you go back to 1.6.8 for the moment, you can find this here:

In reply to: [Proxy & VPN Blocker] Site indexingThe whitelist/blacklist country/continent option is a very powerful tool and what you do with it can have detrimental effects if not used properly, especially if you also use the option block on entire site.
Blocking every country but Ukraine does exactly what it says it will do and blocks every country except Ukraine, if Google attempts to index your site using a server outside Ukraine and you are also using ‘block on entire site’, or it tried to index pages you are blocking on, it will be blocked from those pages.
I should really move the “treat country list as whitelist” option to the advanced options tab to avoid this confusion.
You are better off using the Custom Rules feature provided on the proxycheck.io dashboard for certain things.
If you want to do things as you currently are then a rule like this which changes Google IP’s to appearing as if they are Ukraine would work:

Thank you for your bug report! I do really appreciate it.
This bug rendered the Known Good IP cache at least partly broken since the December release of PVB but then totally broken in the 1.8.0 release, for that, I do apologize.
This bug did not affect the functionality of proxies and VPN’s being detected, but it did result in the good IP’s not being cached to prevent rechecking, this would result in higher than normal queries.
A fix for this and a couple of other small things that have been discovered which were related to this is now available. The API call function has been totally rewritten so as to not be so long and confusing now, also.

In reply to: [Proxy & VPN Blocker] suddenly blocked all loginsYes, even with your once a month allowed Burst token (which gives you 4x your plans queries for the rest of the day it is used on) you went over on Dec 5th. Then on the 23rd and 26th you had a hard cap of 1000 queries and thus were over again significantly.
API query allowance reset time can be seen on your proxycheck.io dashboard but this is midnight UTC -7. I believe this is 08:00 for you. Caching known good IP’s for longer can help you somewhat here.

I am in regular contact with proxycheck.io and discussed your issue. It would appear that your issue is related to going over your daily query allowance.
I didn’t have a way to reliably test how this would affect the plugin, but now I have an API key that is limited to one daily query and can see what happens when queries are exhausted.
An update will be coming for the plugin today with a fix that should solve what you are experiencing, though the result will be that you find nothing gets blocked when you pass your allowed daily queries (normal behavior) due to queries being refused by the API. You need to be sure you have enough queries for your site.

In reply to: [Proxy & VPN Blocker] suddenly blocked all loginsThe plugin’s cache only caches clean IP’s for the set period, so legitimate visitors aren’t slowed down by constant API queries. It also does this by using WordPress transients so disabling the plugin wouldn’t affect how long it takes to clear the cached-as-clean IP’s.
Right now I am failing to see any issues that would have caused the odd behavior you were experiencing.

It sounds like a blocked result for a visitor was held in cache and in turn served to others, but this should not be happening.
