Thought I would post an update.
As of ~17 February 2022 both of my blogs seem to be using Jetpack just fine… not sure what happened. I did not do it ??
However I was still unable to connect open live writer or MS word to the sites to use for creating blog posts (very convenient when it works).
Those programs would not connect to, or use, the xmlrpc.php file.
HOWEVER I found a suggestion that recommended changing the name of xmlrpc and have Live Writer of Word link to that new name.
This trick worked for both programs. I guess the host (iPage) blocked access to that file.(?)
Ideally it would be better to rewrite the contents of xmlrpc but I suspect the host is blocking access to the file name somehow… although Jetpack seems to have been allowed .

Well after looking around I realize that the blog I created for my wife https://www.earth01.net/CarolConsiders/ connects to jetpack just fine. I have examined the two installations and cannot find the differences.
I suspect that some difference was created by a plugin I was trying to resolve another issue (posting from Word or LiveWriter which we had done in the past). I have removed the plugins from my own setup, but I assume that there are lingering pieces of code now embedded in the installation that are causing this problem. Reinstalling WP does not seem to help as I assume it protects elements that were customized. Are there alternative install options. For example clean install that protects blog entries?

I will have to contact iPage, but I don’t have much hope. Previous discussions (chats) with them have been difficult. But this will help me get started. Maybe I should be looking for a new host?
This is really just a hobby, but it is becoming more of an irritation.
In the past (over one year ago) Jetpack worked just fine.
Also related to this same issue is the current inability to be able to post blogs directly from MS Word or Open Live Writer which was extremely convenient.

But if I put the post url https://www.earth01.net/Rambling/WPfiles/xmlrpc.php directly into a browser I get the response: “XML-RPC server accepts POST requests only”.
When I use that url to try and post from msword or Live writer I get “can’t connect to your blog service 409 conflict”
