2. Contact Us section: Works fine when I view the page.Bonus: SSL: Contact your hosting company. You must purchase a certificate from them and they will most likely set it up. Depending on the sites use, it might not be necessary for SSL. Are you asking for personal information? Then I would get a SSL.

There are many institutions of higher education using WordPress. Three well known institutions that are at the forefront of Higher Ed Accessibility are Penn State, GA Tech, University of Washington and all of these institutions use WordPress in some way.

There are plenty of free magazine themes. Twenty Fourteen by WP is the first that comes to mind.
When you are in your control panel – goto – Appearance – Themes – Add New
Here you can search magazine themes. I would suggest responsive magazine as a search.
In YouTube, there are many videos on how to customize themes such as Twenty Fourteen.

WordPress is the program housed on DreamHost.com. They would be able to get into their computers and give you a ID and new password. Since the program is housed somewhere else, we cannot get into that file.

A1. You should not need to pay anyone for installation of WordPress. This is the WordPress Installation Guide.
A2. I think WordPress would be a good CMS (Content Management System) for your website. You have a HTML site which you can convert to WordPress if you would like by reading this HTML to WordPress Forum Posts.
A3. No coding needed to install or manage your site.
A4. Using WordPress for your website will be a smooth transition. It will be the same like in previous days of working with WordPress. Depending on the Theme you choose and some updates since you lasted used WordPress, the learning curve with be minimal.
A5. WordPress is the CMS, you then can choose any Theme to be the look (style) of your website. This is a good place to start to look at Themes.
If you need clarification or more assistance just ask.

You need to choose the appropriate “Page Template” to get the look .
The home page shown of the demo is a static one. Create a page (Pages > Add New) and under “Page Attributes” (on the right side) choose the “Front Page” template. Once this page has been published go to Settings > Reading > Front page displays > A static page > Front Page and select this newly created page from the dropdown.
