I am not 100% sure it’s not another plugin, but I will confirm that as soon as I can. The theme is not publicly available, but I would love your assistance in figuring this issue out. (I am not super skilled and debugging this sort of thing.) Assuming that the conflict is not related to another plugin, I can think of two possible roads we can take: 1) I can simply give you the theme files to play with (shh! don’t tell anyone), or 2) I can create a fresh WP instance with the theme already installed and give you creds to play with it.
Thoughts? (And I will get back to you once I confirm/eliminate that another plugin is / is not the real culprit.)

I had the same issue. This is the response I got from support:
This was recently changed because Twitter changed the way they handle links in tweets. From here:

“A URL of any length will be altered to 22 characters.”
Additionally, our research shows that people are more likely to click on non-shortened links, so that is now the way Publicize works out of the box.
I think, however, we are considering re-enabling the old shortlink functionality, but that hasn’t been done quite yet.
