The Paypal account worked on a different WordPress Installation and with a different Paypal account on this Installation. But I was not able to disconnect anymore. I needed to delete the database entry on both Installation. After deleting and recreating the Paypal Account it works on both.

So I still have no clue what causes the error but it works now.
