This sounds like a wordpress issue. If I can take a wild guess, it is something to do with your SSL ( as you are trying to access port 443 ). Can you try to consult your hosting about this?

There has gotta be tens and thousands of our users who is using paypal as their payment gateway, so the gateway should work.

Can you show some screenshots on whats not working? Did you modify the WP eCommerce? Can you guarantee that the paypal credential is correct?

I have never actually seen this. I would recommend upgrading to the latest WP eCommerce. Please be sure to make a backup of your files and database before the upgrade.
