Okay I figured out what the problem was. The screen options “Page-attributes” was unchecked so I was unable to select a template, seeing the template options through me off.

I have the same problem, though I’ve tried unchecking the “Display Header Text” option and the preview shows it working but the name and tagline still appear on the live site.
