Try deactivating WP Mobile Menu plugin and also clear the sites cache

In you sites the categories are being display inside the Menu.
You can easily change the order of the Categories in Menu.

Go to appearance -> menus section. Here you can create menus, add menu items and drag them around to place it to your desired place.

This seem to an Server Memory issue.

Are you using any catch plugin. if yes then it is cached the page for non-login user but for login user it is not caching the page.

To Test this out please clear the cache of your sites then deactivated cache plugin and then try to view the sites in private window.
