Thanx t-p!!

Lead me to a comparison of directories between wordpress on my HDD and wordpress on my server though Filezilla, seems wp-admin/css/wp-admin.min.css did not copy completely due to upload time-out!

No idea how wordpress still managed to show me a dashboard!? WHAT A BEAST!! lol
