кажется я понял, он берет сумму заказа и использует ее как оценочную стоимость. и из этого считает доставку, на маленьких заказах выходит по 1-2 грн, а на больших 12 и более.
есть возможность в платной версии управлять оценочной суммой ?

Ок, спасибо. разобрался. у вас все работает без проблем. причина была в файле func..php

Есть еще один вопрос по созданным накладным. Почему к минимальной стоимости доставки прибавляется одна или две грн?
