Also, it is ticked for the checkout page, but the message is no longer showing on the front end checkout. I have cleared the website cache.
I also had this problem with 32.0.22 and had to revert to 32.0.20.
Thank you for checking. The page that you checked https://ppom.nmediahosting.com/product/woo-logo-2/ does work ok on my phone, so I guess it is caused by a conflict with something else on our site.

I have retested and confirm that the shipping and billing address are now displayed on the review order page.
I did change the delivery address in paypal, and the billing and shipping address were both correctly set to this new address (I know that paypal only passes the shipping address back to Woocommerce, so have the option to set the billing address to shipping address ticked.)

However I have the option to ‘set billing address in WooCommerce using the address returned by PayPal’ on. The billing address heading is displayed on the review order page, and the billing name is displayed, but the billing address is blank.
Thank you for investigating. I don’t think it is a caching/CDN issue as I have tested on my staging site with no CDN and the caching plugin disabled.
I am not sure exactly when this started happening, but I think probably in September when I updated to Woocommerce 2.6.4 (shipping zones) from a pre 2.6 version, along with paypal for woocommerce 1.2.4.

In reply to: [PayPal for WooCommerce] Paypal express order notes on review pageYes ‘add instructions to seller’ is set to Yes.I have found the option in my live Paypal account too, under Payment Receiving Preferences, so notes aren’t showing in either the sandbox or live Paypal express page.
As you have confirmed that it should display on the Paypal page, I guess it is a Paypal problem.
I think I will just work around it by adding a custom notes field that Paypal customers can enter on the woocommerce order review page.Forum: Plugins
