This fix (de-activating two plugins) worked for me as well.

I have WordPress 3.3.1 and most links and buttons within the admin interface stopped working (Help, Screen Options, Edit, Revisions, Quick Edit, and the triangle icons which open the menus on the left side) and one of my posts was mangled when I tried to insert a hyperlink. I de-activated and deleted two recent plugins and the problem instantly went away.

The plugins I removed were:
-WordPress Mobile Pack
-OnSwipe

I had problems with both of these plugins but left them installed so that may be a clue as to the root cause.

Yep. The same thing is happening to me with a fresh install. What type of setup steps are required?
