Do you mean if I sign up for your hosting package, I will have my website running 3.8.3 version? If so, I will checkout your website and get back to you as soon as possible.

    Hi,
Thanks for your responce. The version that I want to install is the 3.8.3 version. I have heard from many people that only by manual installation can this be possible since I am already on 3.9 version. I read about “Manual Installation Guide” from wordpress and some blogs but I can not go through the process.I think I am going to do a lot of research and contact some some hosting provider if they could provide 3.8.3 version or if they could do the manual installation for me as part of hosting package. Thanks once again

It seems quite confusing when I read about updating files and folders, I do not really understand what these really means:
–Get the latest WordPress zip (or tar.gz) file.
    — I did not download and install the wordpress software but I used the Auto-installer provided by my host provider.
–Unpack the zip file that you downloaded.
    — I never download wordpress manually(or does it mean I should re-install wordpress manually?)
    –Deactivate plugins.
    — I have not upload nor install any plugin.
–Delete the old wp-includes and wp-admin directories on your web host (through your FTP or shell access).
    — please where exactly could I find the “wp-includes and wp-admin directories” in my hosting panel?
–Using FTP or your shell access, upload the new wp-includes and wp-admin directories to your web host, in place of the previously deleted directories.
    — I do not know how to do this(if you can help me with it, I will be glad.
Upload the individual files from the new wp-content folder to your existing wp-content folder, overwriting existing files. Do NOT delete your existing wp-content folder. Do NOT delete any files or folders in your existing wp-content directory (except for the one being overwritten by new files).
Upload all new loose files from the root directory of the new version to your existing wordpress root directory.
Almost all processes listed above is quite taskful to me because I just have little experience on making and editing a website. I really need your help. Thanks

    Thanks for your reply,
    — I downloaded a new theme at www.remarpro.com(I forgot the theme name).
    — I upgrade to 3.9 version but still the same issue.
If this is not wordpress problem, it must be my hosting provider because when I also tried to upload an image, the error I saw was ” Sorry, there has been an error.
File is empty. Please upload something more substantial. This error could also be caused by uploads being disabled in your php.ini or by post_max_size being defined as smaller than upload_max_filesize in php.ini.” I do not really understand what this means but I think it is the hosting provider. Please any experienced member about this issue should help me with this issue on how to overcome this issue.
