I had same error. but I solved.
first i made each folders. ‘uploads’ and ‘2006’
and changed permission. using telnet shell.
(chmod 777 up-content, chmod 777 uploads, chmod 777 2006)
And then wp could make ‘2006/01’ folder itself.
And i can upload image files.
