We provided a workaround here:

(it’s public)and a permanent fix will be released in the next version of WooCommerce Multilingual.

it was tested not so long ago. Maybe something change or we are missing something.Please, take a look at this documentation and make sure you are following it:

We are working to make it fully compatible with it, but for now you may need to use the WPML’s Classic Translation Editor.

The license is attached to the WPML account. And from the account you can register sites (the number of sites you can register depends on your license).
As far as I can tell the site is not registered now.
The license owner can register the site under his account or he transfer the license renewal to his client:
https://wpml.org/purchase/transferring-account-renewals-to-your-clients/(if his license is still valid)
So, I think you will have to get in touch with that person or get a new license for the site.

https://wpml.org/forums/forum/english-support/The issue is not related specifically to WooCommerce Multilingual but mainly to the core plugin.
You will need a valid license to update and also the license holder user account to post a question there.

Where is this string coming from? It looks it’s from a Woocommerce addon and not from Woocommerce itself, am I right?
Is that string hardcoded in the plugin or can you set the text from the plugin options?
If the first, please try this:

WooCommerce Multilingual allows you to restrict the currencies based on your customers’ IP address or billing address (if they’re logged in)

What you need is to limit the country dropdown based on your customers’ location. That’s outside the scope of this plugin, so you may need a custom code solution or a specific plugin to achieve that (I am not aware of any one I can recommend)

I do agree that is not a common scenario that a user switches languages at that stage of the buying process.
