Think I have sorted this i just replaced the wp_user_roles with a fresh version in from a fresh install of wordpress on my local machine and it seems to have resolved the issue for now i hope ……

@rayholt thanks again for getting back to me on this i have just updated the wp_capabilities to a:1:{s:13:”administrator”;b:1;} butit still has not given me full admin rights any ideas?

@rayholt thanks for getting back to me on this regarding force upgrade script i checked this before i ran it and it works on all versions of wordpress as it just flushes various aspects of wordpress and db so i dont think that is causing the issue. regarding your suggestion for putting

a:1:{s:13:”administrator”;b:1;}

into the meta capabilities section can you advise where i can find more information on what this does is there codex on this as i think i have tried the above to no avail ill try this again and get back if im still having issues by the way is there an error log or something that wordpress creates that might help?

@animesdt your best bet is to use xampp straight forward and simple to use however if you really want to get into server creation i would suggest installing PHP form https://www.php.net/ apache server from https://www.apache.org/ and MySql form https://www.mysql.com/downloads/mysql/ these are all contained in xammp but it gives you an idea how server work if you are creating locally and also makes you understand what is going on in the back end of a server.
Regarding getting your site live you will have to open up a port on your router and adjust your firewall setting & apache config files however as @cubecolour said this is not the best idea as it can leave your PC open to attack etc best not

@urbansoapchick i dont think there would be any issue with this unless you have the two admins writing to the exact same post / db entry at the exact same moment
