I experienced the same issue. Reading the answers above, I tried to publish a home page that was NOT on private, and voilà: problem solved, the option to set a static home page appeared out of nowhere.

Thanks, I’ll try that. The odd thing is that jetpack worked perfectly until yesterday.

The website suddenly stopped showing images and I deactivated jetpack to see if that something to do with it. When I tried to reactivate, I got this problem.

Anyway, I’ll contact the web host and see what they say.
