This worked for me.
The solution is to delete the text in the uploads section of the Settings->Miscellaneous screen. Having wrong directories there will give wrong results.Those settings should almost always be blank. Both of them.
Don’t worry if they were automatically filled in. Copy them to be safe, then delete them from the fields and save and try to import.
It should work. If not, put them back.

Nobody has offered anything other than to change the permissions to 777 on your wp-content folder and the uploads folder if you have one.

I’ve done all of this… I changed my permissions from 755 to 777 on both public_html and www and each of the sub folders too.
Why am I still getting the error message?

Mine keeps telling me the same thing when I try to import a .xml file to bring in my old WordPress posts
Unable to create directory /wp-content/uploads/2008/10. Is its parent directory writable by the server?
