Try sending a test email in SMTP plugin to confirm emails are sending correctly.

Also, check if you have applied conditions in email notification and they are correct.

Please install any email log plugin. The email log plugin will show you all emails sent from your site. Please check the emails are sent to administrators or not.

The unresolved ticket count is shown next to the support menu. Please go to Support > Ticket List > More Settings > Agent View > Unresolved Statuses and select the statues you want to consider as unresolved.
You can see how many tickets are created by customers. This feature is in the reports add-on. But from the next version, this feature will be added in the free version. It is not possible to restrict the customer to create a ticket if the limit exceeds.

Assign agent rules add-on is for assigning agents to tickets. You can create rules in the settings. When the conditions satisfy then the agents will be assigned to the ticket.
You can set email notifications from the settings. There is no need for any plugin for email notification.
If the email notifications are not working then verify the below steps for troubleshooting the issue:

Please right-click on the file and choose “Open with” and select Microsoft word application. It will open the file and you can read it. If you want to change file type (extension) to a word file then save the file as a word file (save as option).
