Thanks for the quick and very detailed response!
I check all of your suggested options and when I got to the debugging, the signed URL was consistent and I was fixated on that. But, a co-worker pointed out that the generated URL had “http” rather than “https” and that was the culprit due the protocol somehow not being updated in the Options table. ??
Always surprising how often it’s the simplest thing that’s overlooked.

It seems that the problem you fixed with Internet Explorer in 1.8.3 has reemerged. Exit Notifier is no longer working in 1.9.1.
Can you check on this?

Thanks for pointing that out and I fixed the broken link, but, that still does not explain why the PDFs are still not working in Internet Explorer. None of them are working, so, that seems to indicate an issue with the plugin.

Thank you for the quick response. It seems to be specifically with PDF documents. Seems to work fine in Firefox, but IE is having issues with all PDFs and Chrome is having issues with only certain ones. Here is the reference page and items.

Having a similar problem here.
I have tried calling Action Scheduler and it seems to work for the first two form submissions and then stops working and the error log returns the following:
