I have managed to remove the error message.

I read this post and disabled the database caching through W3TC.

The issue is now fixed.
Seemed to get fixed after the wp update

Unfortunately, the above ways did not fix my problem.

I checked via the file manager and the folders are 0755 and all files have permision type 0644.

Not sure how to fix this
