I wanted to update this issue with the resolution.

I ended up adding and exception in our firewall proxy for fonts.gstatic.com.

It appears that was the issue all along.

Thanks for the tip within Chrome, I see these errors.

When I go to your test site I see this

I am beginning to feel that it doesn’t have to do much with the theme now.

Hmm thank you for looking. It appears that everyone else see the site the correct way. When I click that link for the style sheets I see this page

No. It still appears that way on a couple of machines here.

I am using IE 11.0.9600 and Chrome 39.0.2171.71 and they both look the same.

What browser were you using?

This fixed my issue with Chrome users however people using IE 9 and 10 just get the ‘loading’ image and it never loads.
