I also experienced the same problem, sir.
I have done several ways:
1. Change the default theme, deactivate all plugins
2. Clear browser cache
3. Update PHP on the server to the latest 7.3 version and also set the PHP timezone
4. Set the timezone on my server which is CentOS 7 x64
5. Edit and set the timezone in the PHP.ini file

But the problem still remained, I could not immediately publish my posts, the current solution was only to set back a few hours when I was going to post.

How should NTP settings? must yes or no?

Previously I never set the time on the server, when this problem arose, then I set the “date” on the server to adjust local GMT.
so I always advance a few hours back if I want to update posts.

Still unsuccessful by troubleshooting mode on Site Health, I have disabled all plugins and changed themes.

There are 2 warnings on Site Health:

1. PHP modules perform most of the tasks on the server that make your site run. Any changes to these must be made by your server administrator.
Warning The optional module, bcmath, is not installed, or has been disabled.
2. Daylight Savings Time (DST) may affect the times used and shown by your site, and using an UTC offset, instead of a localized timezone, meaning that the site does not get automatic DST updates.

In number 2 I have set it according to timezone, it still doesn’t work.

Yes, I am using the latest version 5.3.2
