I know this post is old, but I’m having a problem with changing the url. I’ve been doing it for years with no issues. I copy the index file to the root folder and edit the file with the url of the folder containing the installation. Lately (since wordpress 3.7 or 3.8), whenever I attempt to change the url I get a parse error. Has anyone else been having this issue and can you provide a solution? The is nothing wrong with line 17 in the index file as the error is claiming.
