    Thanks guys.

    Problem wasn’t WAMP. I had put the WP files in the wrong subdirectory.

    Installed and working just fine now!

    Thanks guys. It turned out it WAS the host (though they denied it until I came back to them with this stuff). Turns how they had locked down a server because of a hack attack…and the tech help just didn’t put 2 and 2 together. Swore it was my problem. Once they unlocked the server, the db could write to the /tmp files again.
